The regulation is an outgrowth of numerous personal data breaches including the infamous TJX security breach.

TJX paid over $880,000 to one credit card company. “Many companies may not realize that a single security breach could put a company into bankruptcy at the worst and at the very least result in bad publicity hurting their bottom lines,” commented Len Bloomberg, principal with Blue Coast Consulting and member of the Boston Business Alliance.
The new regulations also require a formal written information security program with policies, processes and procedures that support compliance.  “When the regulation says it applies to ‘any business’ it means just that,” noted Dennis Egan, an associate with Finnneran & Nicholson, a business law firm with offices in Newburyport and Boston, who will be a co-presenter for this breakfast program.
It includes retailers, any service business, professional practices, accountants, banks, financial institutions, and any individual or organization paid by credit cards or keeps this information stored either electronically or in hard copy. Attorney Egan added that this regulation goes beyond HIPPA, the Health Insurance Portability and Accountability Act, and is an added requirement for medical practices.
This informational breakfast is designed to help business owners and managers outline a strategy to become compliant with the regulations and reduce risks to their organizations.

Economic trends are analysed and market forces assessed to determine the employment prospects of those employed within the information security sector.
Owing to some rather high profile losses of sensitive data in 2008, information security has become a hot topic within the media. In addition, regulation in the form of the ISO 27001 and the PCI DSS standards have required companies to implement more thorough information security compliance procedures. However, despite the increased importance on data security and compliance there has not been a subsequent rise in new opportunities in 2009, and both employed and unemployed professionals within the industry, especially at senior levels, are currently feeling the pressure.
Information security redundancies have continued to grow over the last 6 months, and the number of professionals looking for work has increased by 17% over the last 12 months. Unfortunately the increased demand for roles has not been matched by their availability, with the number of new positions having fallen by 57% over the same time period. Hardest hit are senior practitioners. As business conditions force many companies to downsize existing teams or even undertake mergers to survive, the effects of cost cutting and headcount reduction has disproportionally affected senior and managerial positions. Junior roles are less affected, and practitioners at this level appear to be holding on to their current roles, reluctant to enter an unstable recruitment market or to risk moving to a new company.
Mark Ampleford, head of Barclay Simpson’s information security division says, “Information security, despite it’s current high profile , has not been protected from corporate cost cutting. Q1 and Q2 redundancy levels were high and whilst many departments have vacancies few have permission to recruit.”
To add further burden, employers are realising their strong bargaining position and are suppressing wage growth whilst at the same time being more demanding in their expectations. Senior practitioners are finding it increasingly difficult to find new employment and are being forced to be far more flexible in their salary expectations and preferred locations.

New novel has Shiloh 'walking the wire'

"The things I'm bringing up in this one have me walking the wire. It's dangerous territory. I like blurring the line of fact and fiction."

Impunity at the Freeport Gold & Copper Mine: Will Indonesian Security Forces Get Away with It Again?

Amidst an ongoing shooting spree at the Freeport McMoRan mining concession in Timika, West Papua, four people have died, including an Australian Freeport employee.  Six separate ambushes have taken place since shootings began on July 11.
A race to find scapegoats appears underway.  Indonesian authorities have arrested as many as 20 individuals. Trusted sources informed the West Papua Advocacy Team that these detainees have been interrogated without the presence of their lawyers and at least one, an elderly man, was beaten by security personnel.  Even after these recent detentions, a convoy of 12 Freeport busses again came under attack by gunmen on Wednesday, 22 July.
This is just the latest chapter in the Freeport story in West Papua - a saga of violence, human rights violations and internationally condemned environmental destruction. For decades, in numerous well-documented cases, the Indonesian security forces and Freeport's own security personnel, have intimidated and repressed local Papuans through extrajudicial killings, torture, rape and other forms of violence and terror.
Indonesian security forces have long exploited the weakness of the Indonesian judicial system to avoid prosecution for criminal activity, including violations of human rights. Nowhere is this more true than in West Papua where the culture of repression lives on beyond former Army General and dictator Suharto’s 32-year rule, which ended formally in 1998. The principal victims have been ordinary Papuans, notably those living in the area of the giant Freeport McMoRan mining concession. Indonesian officials and the international community must act to ensure that the people of West Papua are not victimized yet again.
Initial Indonesian police reports suggest that those responsible for the recent attacks were "expert" shooters using weapons commonly found in military and police arsenals. Similar statements were made in 2002, when one Indonesian and two U.S. schoolteachers were killed on the same road. Ballistic evidence and eye-witness testimony pointed to an Indonesian military role in that ambush, but the Bush Administration and Indonesian officials, including recently re-elected President Susilo Bambang Yudhoyono, orchestrated a cover-up.  An FBI investigation into the 2002 attack is still technically open. Recent history raises grave concerns about finding the truth about this latest incident.  The military has joined the investigation into the latest attacks, making it likely the investigation will again fail to explore evidentiary lines leading to the Indonesian military.
Indonesia and those who lobby for its interests boast of that nation's democratic progress. This latest incident offers a test of that progress:
* the investigation of this incident must be transparent;
* the media and independent human rights investigators should be given access to West Papua and specifically the Freeport Concession;
* security forces which have long operated with impunity must be held accountable if evidence emerges implicating them.
* in the wake of this tragedy, the Papuan people must not again be subjected to retaliatory military/police action in the form of "sweeps" targeting innocent villagers in the area;
* the U.S. government and the international community must reject a military takeover of the investigation as well as efforts to stonewall independent investigators as happened in 2002;
* the U.S. should monitor developments closely to ensure that Indonesian forces do not use U.S. equipment in retaliatory "sweep" operations targeting innocent Papuan civilians as in the past (such sweeps, unrelated to the Freeport incidents, reportedly are already underway);
* and the Obama administration should focus renewed attention on an open FBI investigation into the killing of the two U.S. schoolteachers in 2002, following up on published accounts of military involvement in those murders.

TrakLok innovation offers secure and visible tracking of shipments across US-Mexico border

Along with Kansas City Southern Railway Company (KCS), Kansas City SmartPort, Inc., and EDS Systems, Inc., TrakLok Corporation successfully tracked a shipment containing Samsung electronics from San Luis Potosi, Mexico, to Charlotte, North Carolina. The shipment crossed the US-Mexican border at Laredo, Texas. The GeoLokTM system transmitted the position and condition of the container continuously throughout the entire transit, even in areas of no cellular coverage. Stakeholders were also successfully able to view the information through TrakLok Corporation’s web portal, TrakLogTM.
By employing the TrakLok solution, KCS will address the issue of increasing cargo theft in Mexico.  “We are thrilled to be working with a visionary company like KCS” said TrakLok’s CEO, Eric Dobson.  
According to a report from Latin Business Chronicle, cargo theft in Mexico “has taken on new and more sophisticated patterns” as the “nexus between organized crime and the drug trade continues to expand.” With this increased theft comes increased cost.
According to the Mexican Association of Insurance Companies, insurance premiums increased by almost $1 million last year for policies covering material damages and cargo theft. The introduction of TrakLok’s security and visibility solution stands to significantly reduce this risk.

Military, Diplomatic, And Industry Experts Discuss East African Piracy

PRLog (Press Release) – Jul 15, 2009 – WASHINGTON — The George Washington University Homeland Security Policy Institute (HSPI) held a forum to discuss East African piracy, July 14. The event featured military, diplomatic, and shipping industry experts in a discussion designed to separate fact from hyperbole, assess the true nature of the challenge posed by East African pirates, and illuminate potential policy responses. The forum featured:  Charles Dragonette, Senior Maritime Operations Analyst, Office of Naval Intelligence; Mark Kimmitt, retired Brigadier General and former Assistant Secretary of State for Political-Military Affairs; Martin Murphy, Senior Fellow, Center for Strategic and Budgetary Assessments; and David Shinn, former Ambassador to Ethiopia. The discussion was moderated by Frank Cilluffo, Director, Homeland Security Policy Institute; and Stephen Carmel, HSPI Senior Fellow, and Senior Vice President, Maersk Line, Limited.
Mr. Cilluffo opened the event noting that the issue of East African piracy is not “fully recognized for its many moving parts” nor is it something likely to be effectively addressed through an “anti-piracy approach alone.” Three specific issues dominated the discussion – Somalia’s status as a failed state, the economic costs and magnitude of the threat posed by East African pirates, and the need to better conceptualize and articulate this issue’s connection to US national interests.
Each of these issues elicited spirited debate. Ambassador Shinn noted that “the failed state of Somalia is the basic reason you have a problem with piracy.” However, General Kimmitt argued, “we can’t wait the twenty years it would take to fix Somalia as a country.” Concerning the magnitude of the threat, Dr. Murphy posited that the effect on international trade was small stating that “financial charges for ships transiting risk areas are somewhat higher, but compared to the volume of international trade, the losses, and the direct losses to ransom payments, amount to little more than a rounding error.” For the panelists, this did not mean the US and the international community should forgo a response. In attempting to devise a policy response, Mr. Carmel stated that the “real question is one of what are our national interests?” He suggested that based on a pure cost-benefit analysis, the U.S. response had thus far been exaggerated – “attacks on the Alabama did not change the facts, simply US perceptions of the problem.”
Whether or not linkages exist between Somali-based pirates and Islamist groups, such as al Shabaab, divided the expert panel more than any other topic. Citing an October 2008 study, Ambassador Shinn expressed concern about the potential that linkages already present, such as pirates supplying weapons to Islamists, may increase. The other panelists remained skeptical. For his part, Mr. Cilluffo warned of the need to be mindful of the role played by strategic communications and to watch for the trigger points that might push a nexus between pirates and Islamists.

Zenoss Enterprise Enters into NIAP Evaluation for Common Criteria (ISO/IEC 15408) Certification

Common Criteria is an internationally recognized standard that provides a broad range of evaluation criteria for commercial and nationally sensitive government-use IT security products.

Altec Systems, Inc. Receives Another Warm Testimonial As Surprised Crooks Leave Stolen Truck Behind

PRLog (Press Release) – Jul 14, 2009 – Altec Systems, Inc. received this testimonial following a recent thwarted burglary attempt at at Roofing & Insulation Supply of Smyrna, Ga.:
Regional Vice President & General Manager, Paul D. Smith, of Roofing & Insulation Supply was pleased when his security system returned his investment and saved him thousands within just a few weeks’ time.
Roofing & Insulation Supply is a well-known regional wholesale distributor of roofing, insulation, sheathing and related materials with 20 locations across the country.   This particular Smyrna, Georgia location had been “stung” a few weeks earlier to the tune of $23,000 worth of stolen shingles filling 26 pallets.
Paul fully expected that this incident was not a “one-time” occurrence, and started planning for the probable return of the intruders.
After experiencing some “luke-warm” response from his current security vendor, Paul did a Google™ search and found Altec Systems, Inc., in Marietta, Georgia and gave them a call.  Altec Systems introduced RIS to one of their newest solution offerings called Videofied™.
The Videofied™ wireless system works with cellular communication, and requires no lighting or A.C. power.   “Altec overnighted the first three systems to me…pretty impressive,” noted Paul.
Soon, Paul began receiving a few e-mail alerts to his Blackberry™.  With the Videofied™ system, the central station verifies each alarm.  This ensures that police are notified only of actual intrusions, and not for minor, random activities like wandering cats or moving branches, which can otherwise be common causes of false alarms and unwarranted police dispatches.
Just a few short weeks later, Paul received the alert he was expecting.  At 11:14 p.m., the central station was already verifying the video clip and dispatching the police.  They had confirmed an intruder on site at his truck court area.
The Videofied™ system recorded the clip of an intruder attempting to open the gate to allow easy access to the materials on the truck.  The system’s sirens scared the “would-be” thieves into the woods, leaving behind a previously stolen trailer which was sitting “ready and waiting” to take RIS’s material with them.
“This is organized crime – they know what they are doing and how to get in and out.  The best news is that the word is out…don’t go to RIS; they have a system you can’t beat.  Stay away!” Paul shared.
Although the intruders are still at large, RIS is more confident that their premises are not likely to be seen as an on-going “target” for these thieves.  Even if the intruders return, they won’t be there long enough to be able to do any real harm.  As the sirens ring, their surprised faces are being caught on video and police are promptly dispatched.
“It’s rare when all of your expectations are met,” commented Paul on the overall satisfaction with Altec Systems’ response and installation.  “Your technician, Austin, even offered to cut back a few tree branches for us when they were swaying near our cameras.”
